The Assessed and Supported Year in Employment (ASYE) helps newly qualified social workers (NQSWs) to develop their skills, knowledge and capability and strengthen their professional confidence. It provides them with access to regular and focused support during their first year of employment.

The ASYE is open to NQSWs in the private and voluntary sectors, as well as the statutory sector. It is based on the Professional Capabilities Framework (PCF) for social work and is certificated by the College of Social Work (TCSW).

Skills for Care are working in partnership with the Department for Education to support the implementation of the ASYE. We have produced information and resources which are linked to the PCF as well as a mini guide to the ASYE for NQSWs and a briefing letter for students.

There are ASYE FAQs. An evaluation report on the implementation of the ASYE in adult services is available. A longitudinal study of social workers in adult services who completed the ASYE by 31 March 2014 is now underway.

Employer transition fund (ETF)

The Employer Transition Fund helps employers of social workers in adult services to implement and embed the ASYE through work in partnership to support and assess NQSWs, and develop supervisors and assessors.

This information is relevant to employers, managers, supervisors and assessors and NQSWs.

Support and assessment of newly qualified social workers (NQSWs) during the ASYE should be provided by their employer. NQSWs need time to develop and employers support this through supervision, workload management, a professional development plan and time for development. This is outlined in The social work ASYE mini-guide for NQSWs.

Learning agreement

learning agreement helps employers to plan and set out the support and assessment for the individual NQSW. The documents below will help employers to create and use learning agreements:

Holistic assessment

The ASYE requires that a 'holistic assessment' is made of an NQSW’s capabilities. This is explained in The College of Social Work’s Understanding what is meant by Holistic Assessment.

This information is relevant to supervisors and assessors and NQSW's.

There are seven fictional case studies from different practice settings. Each case study has supporting evidence and illustrates how the generic requirements for the ASYE can be applied. These case studies demonstrate a number of different and complementary aspects of the assessment process and all of the case studies will be useful to assessors, managers and NQSWs in both adult and children’s settings.

This information is particularly relevant to employers, assessors and supervisors of the ASYE.

The ASYE is employer led and organisations are responsible for the decisions about success and failure in the ASYE and must ensure that judgements and processes for assessing a newly qualified social worker (NQSW) are:

  • consistent with the expectations of the Professional Capabilities Framework (PCF) and are a genuine reflection of the NQSW's performance
  • based on evidence which reflects the breadth of work and the processes undertaken by NQSW's as part of their assessment and development.
  • checked, confirmed and consistent across organisations and are reliable if challenged.

Employers can take advice from a range of sources, including HR colleagues. The strength of the decisions is dependent on the application of holistic assessment and requires effective contributions from the NQSW, the employer and representatives of the wider social work profession.

This information is relevant to employers from voluntary and independent sector.

This information supports voluntary and private (independent) sector employers interested in supporting newly qualified social workers (NQSWs) to complete the ASYE.

Scenarios and a case study demonstrate the range of work that social workers perform in the independent sector and how the ASYE can be managed. All registered social workers are eligible for the ASYE, including those who are employed in positions that may not be classed as “social work” or have the term “social worker” within their title. So long as the role includes work of a sufficient complexity and type to meet the requirements of the PCF at ASYE level, an NQSW should be encouraged to participate.

This information should encourage and support independent sector employers and their NQSWs to engage with the ASYE. It provides an opportunity to contribute towards developing a vibrant, well qualified workforce, equipped to deliver high quality social care.

Feedback from the people who are supported by social work services informs critical reflection and helps practitioners to improve their practice. Formal and informal feedback encourages relationship building and partnerships which is the toolkit for intuitive working.

Gathering feedback from people who need care and support is a crucial aspect of the ASYE as it contributes to the assessment process and supports NQSWs to continually develop their practice. There is a consensus that feedback should be used as part of the standardisation and quality assurance process; and there is a move to consider the role of feedback in the regulation of social workers.
